A question about painting our concrete basement exterior.

I know concrete is somewhat porous,is there a sealer, primer or just a paint that would fill in the small holes and act as semi insulation to help with the cold penetrating through the pores of the concrete.

I don’t mind a two or three step process but a paint that would do the job with one step would be fine with me but a process that would last for several years and provide a thermal type barrier is my main goal.

you wont get a thermal barrier for the price of a pot of paint ..you can paint it with a bitumen type paint ..that will keep it dry ..but thermal ?you need to go inside for that ..use a polyurethane based board
